Function: getPromiseRefForWSAPIRequest()

function getPromiseRefForWSAPIRequest(wsKey: WsKey, requestEvent: WsRequestOperationBinance<string>): string;

WS API promises are stored using a primary key. This key is constructed using properties found in every request & reply.

The counterpart to this is in resolveEmittableEvents
